Chirac's chief concern is returning France to its Superpower status (no, seriously). France will never get there on its own. The best chance to check American power is via the European Union. Except that preliminary surveys show weak support for the EU constitution. A 'no' vote threatens to unravel the UN as a legitimate superpower and ruin the legacy Chirac was hoping for. Chirac is getting desperate. And it's showing.
